شارك الدكتور محمد فريد، رئيس الهيئة العامة للرقابة المالية، في جلسة نقاشية بعنوان الإصلاحات كطريق لقيادة الأعمال، مع أحمد كجوك، وزير المالية، حيث ناقشت الجلسة عدة مواضيع أبرزها النمو المتسارع في الخدمات المالية غير المصرفية، ودور الإصلاحات التنظيمية في تطوير الأسواق، من خلال دعم التحول الرقمي، والمبادرات التنظيمية والإصلاحات التشريعية التي صدرت في الفترة الأخيرة، بجانب إعادة هيكلة الديون، والإصلاحات الضريبية، وأدار الحوار كريم رفعت، مؤسس ورئيس مجموعة The N Gage.

جاء ذلك ضمن المشاركة في وفد رسمي، في الجولة الترويجية لبعثة الأعمال التي تنظمها الجمعية المصرية البريطانية للأعمال (BEBA)، ويضم الوفد أحمد كجوك، وزير المالية، ورامي أبوالنجا، نائب محافظ المركزي، وغادة نور، مساعد وزير الاستثمار والتجارة الخارجية، والدكتور محمد عبد العزيز، مساعد رئيس الهيئة العامة للرقابة المالية، ونهى خليل، القائم بأعمال المدير التنفيذي لصندوق مصر السيادي، وهبة الصيرفي، نائب رئيس البورصة المصرية، والدكتور طارق سيف، المدير التنفيذي لمعهد الخدمات المالية الذراع التدريبي للهيئة، وعدد من قيادات الجهات الحكومية المختلفة.

أوضح الدكتور فريد، خلال مشاركته، أن سرد قصة الإصلاح الاقتصادي للدولة المصرية، بشكل مستمر ودائم أمام مجتمع الأعمال ضرورة لاجتذاب استثمارات أجنبية، خلال الفترة المقبلة، مشيراً إلى أن مصر باتت تعتمد على التكنولوجيا والاستدامة وتأهيل الكوادر البشرية لتحقيق التنمية المستدامة.

نوه الدكتور محمد فريد، بأن الهيئة تضع في صدارة أولوياتها استخدام التكنولوجيا المالية ورقمنة المعاملات المالية غير المصرفية لأنه يعزز من قدرات القطاع المالي غير المصرفي ويسهم في تحقيق الشمول التأميني والاستثماري والتمويلي ويدعم رؤية مصر لتحقيق الشمول المالي والتحول الرقمي، مضيفاً أن التكنولوجيا المالية محرك ودافع رئيسي لتسهيل الوصول والحصول على الخدمات المالية غير المصرفية لكافة فئات المجتمع المختلفة.

لذلك عملت الهيئة على إنجاز كافة الأطر التشريعية والتنظيمية للتحول الرقمي، مما مهد الطريق لتدشين منتجات مبتكرة تمكن الشركات والأفراد من تطوير أعمالهم واستثمار أموالهم من خلال استخدام مجالات التكنولوجيا المالية المختلفة، وذلك تفعيلاً للقرارات التشريعية والتنظيمية وهي القانون رقم 5 لسنة 2022 بشأن تنظيم وتنمية استخدام التكنولوجيا المالية في الأنشطة المالية غير المصرفية، وقرارات مجلس إدارة الهيئة رقم 139 و140 و141 لسنة 2023.

أوضح الدكتور فريد، أن التطوير مازال مستمراً للأطر التشريعية والتنظيمية في ضوء العمل على تعزيز دور القطاع الخاص والشراكات مع كافة الأطراف في الاقتصاد الوطني ومساعدة الأفكار المبتكرة في شتى القطاعات. 

أضاف أن الهيئة تعمل على مواكبة التطور التكنولوجي غير المسبوق بما يحقق صالح المتعاملين، عبر ضمان وجود بيئة تفاعلية بين الشركات التي تقدم الحلول الذكية لصالح المؤسسات المالية غير المصرفية والمراكز البحثية والجامعات بالإضافة إلى حاضنات ومسرعات الأعمال والمستثمرين وشركات التكنولوجيا العالمية.    

كما أشار رئيس هيئة الرقابة المالية، إلى تدشين الهيئة للمختبر التنظيمي للتطبيقات التكنولوجية والذي يسمح لمزاولي الأنشطة المالية غير المصرفية باستخدام التكنولوجيا المالية وللجهات الراغبة في القيد والمقيدة بسجل التعهيد في مجالات التكنولوجيا المالية في الأنشطة المالية غير المصرفية لدى الهيئة، بإجراء اختبارات على تطبيقات التكنولوجيا المالية المبتكرة بما في ذلك نماذج الأعمال والآليات ذات العلاقة. 

قال الدكتور فريد، إن المختبر التنظيمي سيعمل على تعزيز جهود الهيئة العامة للرقابة المالية، في دعم الشركات الناشئة التي تعمل على أساس تكنولوجي رقمي في تقديم خدمات مالية غير مصرفية، وهو ما يرفع بدوره مستويات الابتكار داخل القطاع المالي غير المصرفي، ومن شأنه أن يؤدي إلى توسيع قاعدة المستفيدين من الخدمات المالية غير المصرفية، وتطوير قدرات وإمكانيات الشركات المالية غير المصرفية ومقدمي الخدمات على أساس رقمي.

أضاف أن تعزيز ثقة المستثمر المحلي، هي الأساس لطمأنة واجتذاب المستثمر الأجنبي، مشيراً إلى أن مصداقية مناخ الاستثمار ستبدأ من المستثمر المحلي وثقته في السياسات وبيئة الأعمال وكيفية تطبيقها على أرض الواقع.

ذكر الدكتور فريد أن هيئة الرقابة المالية، تنفذ استراتيجية الدولة المصرية “رؤية مصر 2030″، بإطلاق العنان لنمو القطاع الخاص، من خلال أجندة الإصلاح الاقتصادي، مع العمل على تعزيز الحماية والابتكار في السوق، وتطوير المعايير المحاسبية لتعزيز الشفافية وضمان دقة التقييمات.
